The Apostle is leader of the religon in Tellius and usually also holds power as the leader of Begnion. The apostle and the senate decide what happens in Begnion. During the time of Fire Emblem: Path of Radiance and Fire Emblem: Radiant Dawn, Sanaki is the apostle but she is not the first daughter of her family so she is just the Empress, which is considered a separate title.
