Does this cover characters who are mentioned only or only characters that directly appear in cutscenes with voice actors? Like Cornelius is mentioned in the Fall of the Palace, but never appears on screen nor does he receive a voice actor. Emperor Hardin (talk) 03:35, March 12, 2019 (UTC)
- I would lean towards listing Cornelius, much like how Heim is listed as a GotHW character, despite only being a background figure. Certainly his battle against the forces of Medeus is important to the setup of the first chapter. --James Pierce (talk) 04:03, March 12, 2019 (UTC)
