Although never fully revealed to be true, Dart was most likely born as Rebecca's brother Dan. Years ago, he and Wil left their village on a journey. The two were separated in Badon and Wil never found him. Dan wound up injured and washed up on the shore, but none of the villagers would go near him as it was during a religious holiday in which it was taboo to touch blood.
Finally, Captain Fargus and his crew picked him up. He became an amnesiac, and was given the name Dart, and soon became Fargus' most trusted mate.

Dart is an interesting unit in FE7. Dart joins in Chapter 18E/19H as an unpromoted Pirate. Dart's bases are decent, with his most notable stats being his base 34 HP and 12 Strength, which will make him relatively bulky and allow him to hit hard. However, his starting inventory is a slight handicap- the Steel Axe is too heavy for Dart and his Speed is already relatively low at base, so consider bringing along an Iron Axe to trade to Dart, as otherwise he can get doubled by some enemies on harder difficulties. He will also benefit from an Iron Axe's higher hit, as Dart's Skill is among his weakest stats.
Dart's stats are uneven, but he has strong stats in important categories. On average he will have high HP, Strength, and Speed thanks to his 8 Speed base and 60% growth. However, he struggles in other categories, most notably Skill. Dart starts with a decent 8 base Skill, but he only has a 20% growth and axes have generally low hit rates, so he'll have hitrate issues throughout the game. However, thanks to the large number of lance-wielding enemies, Dart's poor hit rates are often buttressed by him having weapon triangle advantage. His Con can be a bit of an issue before he promotes, as even Hand Axes cost Dart 2 attack speed. However, his solid Speed growth means that Dart can often become fast enough to double some enemies even while weighed down.
Dart's durability can be a problem. He has 6 base Defense with a 20% growth, and 1 base Resistance with a 15% growth, meaning that his defenses start poor and mostly remain poor. His large HP mitigates these issues, but be careful when having Dart face a lot of attacks on enemy phase. He can usually survive 2 or 3 attacks without dying, but consider buffing him with Ninis' Grace when he needs to face a lot of physical enemies, and Pure Water or the Barrier staff when he needs to face enemy mages.
Dart's promotion comes late with a significant opportunity cost. The Ocean Seal is not obtained until Chapter 22E/23H, meaning that Dart will probably be walking around unpromoted a few chapters longer than you might want him to. The Ocean Seal is also worth 25,000 gold, meaning that ranked runs almost never promote Dart as the Ocean Seal's huge value is instrumental to attaining a 5-star Funds rank. In non-ranked runs players may want to instead sell the Ocean Seal to get more money. However, FE7 gives the player plenty of funds. Outside of a ranked run, the player will not miss out by choosing to promote Dart- even if the player needs a lot of money for some reason, there are plenty of other valuable objects available to sell, like the Fell Contract.
However, if choosing to use Dart, his promotion is a massive improvement. On top of receiving decent stat increases, most notably improving Dart's shaky durability, Berserker is one of two classes in FE7 to give a passive 15% critical boost, the other being Swordmaster. This critical boost will improve Dart's damage output significantly, especially alongside a high-crit weapon like a Killer Axe. Dart's high Speed growth will allow him to double most enemies on average, and he gets a massive +3 Con from promoting which will allow him to use Hand Axes without losing Speed and reduce his Speed loss from other weapons. Post-promotion, Dart can reliably double, and will one-round or one-hit KO many enemies thanks to his high Strength and the extra crit chance.
Overall, Dart is a solid unit with some unique challenges. He joins a bit late, his low Skill will affect his ability to land hits throughout the game, and his promotion is expensive. However, for players not worried about getting 5-star ranks, Dart is a fun unit who will start relatively weak and go on to become an impressive combat unit with great HP, Strength & Speed. If using him in the long term, consider giving Dart a Secret Book and maybe a Goddess Icon to help him land hits more reliably- these stat boosters are in relatively low demand, so Dart is a solid choice to make use of them.

- Dan and Dart have similar names, adding to the possibility that they're the same person. Looking closely at the name, the rt in Dart can look like an n. This could also explain how he got the name of Dart. The same thing can also be said for his Japanese name ダーツ (Dart) and ダン (Dan) due to the similarity between katakana ツ (tsu) and ン (n).
