Fell Stone is a Dragonstone that debuts in Fire Emblem Engage. The stone allows the user to turn themselves into a dragon. Every child of the Fell Dragon has a Fell Stone which breaks if the owner of the Fell Stone dies.
Fell Xenologue[]
Rafal has a Fell Stone on his chest during all of the Fell Xenologue.

The Fell Stone on Rafal's chest breaks when Nel kills herself in order to break Sombron's control over him.
Only some Fell Dragons are born with Fell Stones, and neither Nil nor Rafal were born with one. However, when Rafal uses the seven awakened Emblem Bracelets to obtain power, they grant his wish for Sombron's dragon form and grant him a massive Fell Stone.
Fell Stones are still usable on some level after being shattered; in the case of Rafal's giant Fell Stone, four of its pieces were each just as strong as regular Fell Stones. These pieces are also usable by Nel, possibly because she lives due to his life force."End of spoilers. It's a pleasure doing business with you!"
