—Moulder talking to Vanessa in a support conversation
Moulder is a playable character in Fire Emblem: The Sacred Stones. He is a mature priest of Frelia, and is gentle and reassuring. He is well trusted by King Hayden, and is sent to aid Eirika alongside Gilliam and Vanessa. He is a very kind person and acts as a father-figure to most characters in the story. He seems either somewhat absentminded or too devoted to his work, such as in his A support with Gilliam, where he is revealed to have carried the crown at King Hayden's coronation, and dropped the crown when a young Gilliam yelled at him to get a hold of himself, or in his supports with Syrene in which he forgets his own birthday.

Moulder is the earliest staff user that the player gains access to, joining with Vanessa in chapter 2. As the earliest staff user, he will have a great deal of utility for a time when he is the only way to heal a player unit without resorting to forts or vulneraries, wasting a turn. Moulder should generally be the player's first resort for a healer for much of the game, as he has a good combination of traits: his base C-rank in staves is one of the higher ones in the game, surpassing Natasha and L'Arachel's D-rank and tying with Saleh, and his base level is also reasonable, putting him closer to promotion. Moulder's HP base and growth are also noticeably high for a staff unit, meaning he can survive hits that would kill others. While Moulder's Magic growth is not particularly high, his base is fine enough, and it should not significantly hinder him in his role as a healer; he heals 14 HP at base with Heal and 24 with Mend, which should be enough to save a wounded ally. Moulder does, however, have very low Luck, which may cause him to face low-percent critical hits unless he's given a few Goddess Icons or the Hoplon Guard, and his Resistance is somewhat low for a magic unit.
Moulder's main advantage is the utility provided to him by his staves. He can use Restore, Recover, and Barrier at base level, allowing him to cure status, fully heal allies, or guard against enemy magic, as well as the Torch and Unlock staves favored by other staff-users. Barrier in particular means that he can get in staff uses as long as he has an ally nearby, though this may require the player to buy a few in Chapter 14's Secret Shop. He will also likely be the first character to obtain access to B-rank staves, letting him use status effects, Physic to heal at range, and Rescue, and will also have little trouble reaching the A-rank needed for Fortify and Warp, especially after his promotion. This makes Moulder an excellent support unit, capable of healing allies, disabling enemies, or bypassing obstacles, and keeps him useful for more or less the entire game.
Moulder's promotion gives him a significant boon, in the form of a significant defensive boost and the ability to use Light magic; as he tends to gain XP slowly normally, it is preferable to promote him fairly early so that he may attack enemies and gain levels that way. The choice between Bishop and Sage is fairly straightforward: Sage gives him Anima magic as well as Light, whereas Bishop gives him a further staff rank boost and the Slayer skill. The slight boost in damage from Anima tomes does not counterbalance the massive gain against monsters from Slayer, making Bishop preferable, and turning Moulder into a fairly strong hitter when facing monsters.
All in all, Moulder is one of the most reliable units in the game, and should stay helpful to the end. Despite his lackluster growths, his Bishop promotion and the growing catalog of staves will ensure his utility only grows as time goes on.
