It is learned without Skill Inheritance by Edelgard.
Overview[]
Rouse Atk/Def acts as a self-buffing Hone-Emblem skill (1, 2, 3, 4, 5), but instead of having to stand besides the person with the skill the equipped unit needs to start the turn without any units adjacent.
