Slater is the Boss of Chapter 3: Late Arrival in Fire Emblem: Fūin no Tsurugi
Slater is a Bern Knight serving under Wyvern Lord Narshen, who helped to lead the attack on Castle Araphen previous to the events of Chapter 3. When Roy's forces arrived at Castle Araphen to liberate it from the Bern forces, King Zehiel of Bern took leave of the Castle shortly followed by Wyvern Lord Narshen.
Before leaving Narshen threatened Slater, telling him that he would kill him if he failed to defend the Castle from 'a few scattered remnants' of the Lycian army, as Narshen put it. Slater fretted over this quite a lot, exposing an obvious fear of Wyvern lord Narshen, and fearing that he would actually kill him although it seemed as though Narshen was simply joking.
The terrible irony is that Slater met his death at the hands of Roy's forces, yet never showed any fear of them. In his final moments he yelled out for Narshen's forgivness.
