—Hubert
Unrest in Enbarr is the sixth chapter of the Scarlet Blaze route of Fire Emblem Warriors: Three Hopes, and the ninth overall. This chapter consists only of a main quest, "Intruders in Enbarr". Completing it will end Part I of the Scarlet Blaze story.
Story[]
In spite of their victory against the Kingdom's army at Arianrhod, Edelgard questions whether she and the Imperial army are truly making progress in the war. While leaving the defense of Arianrhod to Count Bergliez on the western front and the Great Bridge of Myrddin to Duke Gerth on the eastern front, Edelgard sends her main force to the Imperial capital city of Enbarr for some much-needed rest.
Her plans to rest and recuperate are thwarted when Hubert informs her of intruders who have infiltrated the palace and targeted her for assassination. One of the assassins, Shamir, nearly hits Edelgard with an arrow until Shez deflects it with their sword. Monica and Hubert both try to take Shamir down with magic, but she gets away and sneaks further into the palace while the two vassals argue.

The Knights of Seiros pour into the palace through a secret passage, and Edelgard's army scrambles to her defense by rooting out the intruders and weathering Shamir's traps. Edelgard remains in the throne room for much of the battle, but eventually gets tired of waiting for Shamir to attack her directly and walks out to the center of the palace.
After Shamir isolates one of the Imperial bodyguards, Catherine arrives to launch a direct assault on Edelgard, with Shamir coming to her aid. Catherine is defeated and forced to retreat, with Shamir either being killed on the spot or being offered a contract by Hubert to work for the Imperial army.
Ferdinand learns that Duke Aegir escaped from his prison cell during the assassination attempt. Hubert wishes he could have killed the duke after capturing him despite Ferdinand's insistence that he receive a fair trial, and they both suspect that some Imperial soldiers still loyal to him may have turned a blind eye to the Knights of Seiros' infiltration.
Hubert apologizes to Shez after the battle for suspecting them of being a plant of "those who slither in the dark" after seeing them rush to Edelgard's defense against the Knights of Seiros' assassins. Shez responds by demanding that Edelgard and Hubert be more trusting of them, and Edelgard agrees to start their working relationship anew.

Shamir can be recruited during the main quest by using the "Persuade Shamir" strategy, then defeating Catherine while keeping Shamir alive.

Trivia[]
- The "Persuade Shamir" strategy will work either before or after Catherine is defeated. If the strategy is triggered after defeating Catherine but before defeating Shamir, the battle will immediately end and Shamir will still join your army afterward.
- Edelgard and Hubert will have the same level, abilities, and equipment as they had before the start of the mission, regardless of difficulty level.
- The end-of-chapter narration references the Leicester Alliance vs. Almyra battle from Golden Wildfire Chapter 8: What Makes a King. It is presumed that Claude killed Shahid.
