Xemcel (ゼムセル Zemuseru, Zemcel in the Japanese version, Zemsel in the fan translations) is an enemy character in Fire Emblem: Shadow Dragon and the Blade of Light, Fire Emblem: Mystery of the Emblem (Book 1), and Fire Emblem: Shadow Dragon. He is a Mage Dragon from Dolhr, loyal to Medeus. He is put in charge of guarding Dolhr Keep where his master is being revived. Xemcel curses at the humans of Archanean League, calling them the invaders, since he believes Manaketes are the rightful rulers of the world.

- On Hard 5, Xemcel has different caps then other Magestone using Manaketes; gaining +5 skill and +4 Speed as opposed to the Magestone giving 1 skill and taking away 1 speed when used by other Manaketes.
